项目开工需要具备的证照和批准

项目开工需要从政府部门获得土地使用证、建设许可证IMB、环评报告批复并取得环境证。从政府部门官员和专业工程师处获知只要拿到建设许可证后即可开工建设。

Prior to the project start up, vital documents which include: Izin Lokasi, IMB and Izin Lingkungan. Based on the discussion with the government officers and engineers, it is understood that the project construction may proceed once obtain the IMB.

从2017年起印尼所有项目审批和证照办理均由省级政府管理。建设许可证通过省级政府的空间与住房规划部办理。一个项目包含多个建筑物既可申请一个整体的IMB也可单独为一个建筑物申请IMB。但是建设许可证是与投产证相对应的，因此如果为项目获得的是整体的IMB那么必须等到项目所有建设完成后才能申请项目投产证，而如果一个建筑物具有单独的IMB那么该建筑完工时可单独申请投产证。申请整体的IMB和为各建筑物申请单独的IMB总体费用是相等的。假如一个项目内的建筑物和其它建筑物或系统相关联，那么这样的项目必须申请一个整体的IMB。

From 2017 onwards, all Indonesian project approval and relevant licence application will be under the provincial government department jurisdiction. The application for the project’s IMB is handled by the provincial KEMENPUPERA. Construction projects with multiple buildings can choose to apply for individual IMB for each of the buildings or one complete IMB for the entire project. However it must be made clear that IMB is closely related to IUT, where the application for IUT can only be made after all buildings is completed (for one complete IMB for the entire project), whilst the application for IUT can be made once the building involved is completed (for individual IMB). The total cost for the application of one complete IMB and individual IMB for all building in the project is the same. As such, if the buildings within the projects are closely associated with other building or systems of the project, then it is essential to apply for one complete IMB instead of individual IMB.

申请建设许可证IMB需要提交的文件包括：国土部地方办公室提供的土地利用指导；城市规划服务部提供的现场规划批复；土地所有权文件或土地交易协议；土地条件数据/情况（位置、现场、地理）；业主数据；土地无争议声明；土地/建筑税返税；环境影响分析；图纸方案；结构性系统图纸；设施系统图纸；结构和/景观结构计算；非居住建筑设施计算。

Documents required for the application of IMB include: Rencana Tata Ruang Wilayah (RTRW), site planning approval by KEMENPUPERA, land deed or land use agreement, land details (location, site situation and geographical condition), project owner details, land non-dispute statement, tax reimbursement for land/construction, EIA, drawing proposal, structural design, facilities & system design drawing, structure and landscape structure calculation, as well as non-residential building facilities calculation. 建设许可证IMB的办理周期对于较复杂的建筑项目需要32天，简易的结构项目7天。

The application process typically takes around 32 days for projects with complete building design, and 7 days for simple structures.

项目施工中是否需要聘请独立的监理单位参与施工

The necessity to employ third party supervision company to participate in the project construction process in Indonesia

按印尼要求，项目应该聘用一家具备资质的第三方公司作为监理，负责在施工过程中和政府监管部分沟通。监理公司合同额为项目建设总成本的1%~3%。

According to the project requirements in Indonesia, a qualified third party supervision company throughout the construction process, whom will act as an intermediary between the project owner and the government monitoring department during the construction phase. It was understood that the typical fees imposed by the third party supervision company to be around 1-3% of the total project amount.

对项目经理、安全经理和项目专业技术人员（如安全员、测量员、施工员）的资质要求

Qualification requirements for project manager, safety manager and specialized technical personnel (such as safety officer, surveyor and construction workers)

项目的安全人员需要持有由人力资源部DEPNAKER 颁发的K2证。外籍的安全人员只要在其母国通过了安全资格考试拿到了安全证书也可在现场开展管理工作，但需要有持有K2证的印尼本地安全员支持外籍安全管理人员的工作。在一个项目部里至少还需要有一人持有K3证。

Safety officer in the project site must possess the K2 certificate issued by KEMENNAKER. Although foreign safety officer may work on-site using his safety certificate obtained in his country of origin, however a safety officer with K2 certificate must be assigned to work with him. It is also required that at least one person in the project team to possess K3 certificate.

特殊作业人员如脚手架工、电焊工、电工和机械设备操作人员如吊车操作员和指挥员、叉车操作员、挖机操作员的资质要求

Qualification requirements for special operation personnel (such as scaffolding workers, electrician, crane operators, rigger and signal man, forklift operators, digging machine operators, etc.)

吊车、叉车以及锅炉等设备的操作员在操作设备前需要取得设备操作员证（SIO）。操作人员在工作前需要将资质证提交省级人力资源部批准。

It was understood that all equipment operators such as crane operators, forklift operators and boiler operators is required to obtain the Surat Izin Operator (SIO) prior to working on site. It is also required that a copy of the operator’s qualification be submitted to the provincial KEMENNAKER for approval prior to working on site.

工程质量管理

Engineering quality management

印尼涉及安全和质量的事宜均由人力资源部管理，没有专门的质量管理部门。

All matters pertaining to project safety and quality falls under the jurisdiction of KEMENNAKER, there are no specialized quality management department in Indonesia.

第三方检测机构对项目施工开展定期或专项检测并出具检测报告的要求

Requirement towards third party supervision company on periodic inspection and report

项目建设过程中需要第三方检测公司对项目的基础、设备安装以及环境等进行检测并出具有效的检测报告。在项目竣工时一并移交给业主用于办理投产证。

It is required that third party company to carry out inspection towards the foundation, equipment installation and environmental throughout the project construction period and compile an effective inspection report, which would be handover to the project owner upon project closeout to be used as a supporting document for the application of IUT.

根据需要接受验收检测的方面向不同的部门申请验收，验收及检测需通过政府部门认可的第三方机构进行。

投产证的办理

Application of IUT

总体的流程如下：由相关部门认可的第三方检测机构开展消防、安全、环境等方面的检测；将报告提交给人力资源部审核是否符合要求；人力资源部向能源和矿产资源部发函；能源和矿产资源部发放投产许可证（IUT）。如果所有的资料齐全可在一个月内获得证书。

The overall process is as follows: After the third party supervision company (endorsed by the government) had finish its inspection on the fire-fighting, safety and environmental aspect of the construction project, they will issue a compliance report to the KEMENNAKER for review, and if found to be satisfactory KEMENNAKER will then issue a letter to ESDM, after which ESDM will issue the IUT within 30 days if all the required documents are completed.
